Brescia Calcio is no more. Fans write to Fifa and Figc: "Federal investigation and 'removal from football' of Cellino"

Brescia, July 3, 2025 – After 114 years of glorious history illuminated by champions of the caliber of Roberto Baggio and Pep Guardiola , Brescia Calcio is no more. The official statement from the Federation does not admit the club to Serie C, as requested by former owner Massimo Cellino. But now, after the anger and disappointment, it is the fans who are taking to the field asking for the immediate intervention of the highest national football institutions and beyond.
With two separate letters, the supporters of the Rondinelle gathered in the association "I tifosi del Brescia 1911" continue their mobilization and ask the president of Fifa Gianni Infantino and the number one of the Figc Gabriele Gravina to "remove from football" Cellino himself. And at the same time they call for the appointment of a judicial administrator who avoids bankruptcy and restarts, even from the amateurs. Brescia, Figc “takes note” of non-admission to CMoreover, the FIGC press release is clear: "The federation resolves to take note of the non-granting of the 2025/2026 national license and the consequent non-admission of the same to the Serie C championship". Via Allegri cites the causes of the decision as the company management; debts , unpaid emoluments; failure to pay the registration fee for Serie C ; failure to deposit the amount requested as a first guarantee of 350 thousand euros. But Brescia fans do not give up. These are the two letters sent to FIFA and FIGC.

I am writing to you as President of the Board of Directors and on behalf of the Social Promotion Association I Tifosi del Brescia 1911.
Our Association, established in 2006, has always promoted sports support as a moment of aggregation for its members and the entire community, in order to safeguard the sports culture and promote the Brescia football fans rich in values and traditions, organizing the cheering of the Brescia football team. In all these years we have organized various activities, without pursuing profit, also collaborating with other qualified associations sensitive to youth issues. We have fought racial, social and cultural discrimination, which tends to marginalize young people by promoting moments of convivial aggregation. We have organized training meetings in schools, round tables with public institutions, charity collections and parties open to all Brescia fans. The center of all the initiatives has been the Stadium , but not only. The undersigned, representatives of the community of fans and active citizens linked to Brescia Calcio SpA , hereby intend to make a formal request for intervention to FIFA , in order to urge the Italian Football Federation (FIGC) to adopt urgent and extraordinary measures in the face of the serious crisis that is affecting one of the most historic clubs in Italian football.
Current situation:
Brescia Calcio, founded in 1911, boasts over 114 years of sporting history , but is today in an extremely critical condition, due to a severely compromised management by the current owner, Mr Massimo Cellino, which has led to:
a concrete and imminent risk of bankruptcy and exclusion from all competitions, professional and amateur;
a drastic devaluation of the economic, sporting and symbolic heritage of the club, caused by a total lack of sustainable planning, management transparency and financial stability;
the collapse of the youth sector, once a point of reference for Lombard football, now disintegrated due to isolation and lack of cooperation with the territory;
a total lack of dialogue with fans, in contrast with FIFA and UEFA principles on transparency, participation and respect for supporters' rights;
a set of legal, economic and sporting criticalities, already known at a national level, which are generating irreversible damage to the identity and future of the club.
Regulatory references:
FIFA is requested to formally invite FIGC to comply with the obligations arising from:
FIFA Statutes, in particular regarding good governance, integrity and transparency;
FIFA regulations on National Licensing and club management, which include mandatory criteria on economic sustainability, enhancement of the youth sector and involvement of stakeholders, including fans;
UEFA Charter of Supporters' Rights and UN Declarations on Supporters' Rights, which recognise the essential role of communities in the life of sports clubs;
Macolin Convention of the Council of Europe, ratified by Italy, for the safeguarding of integrity and transparency in the sports system.
Formal requests to FIFA:
We respectfully ask FIFA to:
officially urge the FIGC to take immediate and concrete action to protect Brescia Calcio from the risk of extinction;
recommend the suspension or removal of Mr. Massimo Cellino from any operational and management role, for persistent mismanagement;
support the urgent appointment of a third-party and impartial judicial administrator, who will guarantee the sporting continuity of the club, including in the amateur sphere;
invite the FIGC to recognize the historical, cultural and social value of Brescia Calcio, and to guarantee its sporting affiliation under exceptional measures;
promote, in the Italian context, structural reforms aimed at the protection of fans, transparency in club management and long-term sustainability, in full coherence with FIFA principles.
This is not just a local crisis : it represents an emblematic case of how football heritage, community identity and fans' rights can be compromised without decisive and timely institutional intervention. We trust that FIFA, as a global guarantor of the integrity and values of sport, will stand alongside the city of Brescia and one of its most significant sporting entities. Hereby, the undersigned, representing a significant part of the sporting community and historic fans of Brescia Calcio, intend to formally request that urgent and extraordinary measures be adopted in order to:
to remove Mr Massimo Cellino from the management and operational ownership of the Brescia Calcio company , in the face of serious and documented mismanagement;
appoint a third and impartial judicial administrator , who ensures the sporting continuity of the company, even in the amateur category, without proceeding to bankruptcy, but with the aim of safeguarding the historical, moral and social heritage of the Club.
Facts and reasons:
Brescia Calcio is in a seriously compromised economic and financial situation, with a concrete risk of bankruptcy or exclusion from every championship due to administrative and management failures.
The company value is in strong depreciation due to prolonged management uncertainty, the absence of a credible sporting and entrepreneurial project, as well as the widespread distrust among investors, sponsors and the local football community.
The youth sector, historically the pride of the club, is today devalued and emptied, with the flight of numerous provincial sports clubs towards other regional football centers, due to a lack of collaboration, credibility and planning on the part of the current management.
There is a total lack of transparency, communication and dialogue with the fans, in contrast with what is provided for by the FIGC and FIFA federal regulations, which protect the social, community and participatory role of the fans within the sports system.
The lack of clarity and opaque management have generated public and sporting alarm, with the concrete risk of seeing one of the oldest realities of Italian football, with over 114 years of history, disappear in the absence of immediate intervention.
Legal basis:
Art. 20 et seq. of the Civil Code regarding corporate management and appointment of a judicial administrator in the event of serious irregularities.
FIGC federal regulations regarding transparency obligations, economic sustainability and respect for the role of fans (see National Licensing Regulations, Sports Justice Code).
FIFA/UEFA Fans' Rights Charter and the Macolin Convention of the Council of Europe, which establish the right of fans to actively participate in the life and protection of their sports club.
Conclusions and requests:
In light of the above, we ask:
the immediate opening of a federal and/or judicial investigation into the management of Brescia Calcio;
the precautionary suspension of Mr. Massimo Cellino from all managerial and representative roles in the club;
the urgent appointment of a judicial administrator , with the aim of ensuring the company's registration in amateur championships, protecting the sporting heritage, encouraging the entry of new members and restoring confidence in the city's sporting fabric;
the recognition, by the FIGC, of the historical and social value of Brescia Calcio and its fans, guaranteeing a path of sporting continuity and safeguarding of the club's identity, regardless of the category.
